Taiwan is accelerating efforts to build fleets of aerial and unmanned surface drones to make any potential invasion by China more difficult and costly, drawing lessons from Ukraine's drone usage against Russia. Described by US military commanders as a hellscape strategy, the approach uses large numbers of drones, missiles, and artillery to detect and attack invading forces across multiple domains.
The island is putting elements of this strategy into practice through military exercises, organizational restructuring, and expanded domestic drone manufacturing. Lt Gen Huang Wen-chi, director general of strategic planning for Taiwan's defence ministry, stated that while drone efforts initially developed slowly, the strategy has shifted significantly over the past two years.
Key factual highlights and figures regarding Taiwan's unmanned systems initiative include:
Production Goals: Taiwan aims to produce 100,000 drones per month by 2030, with roughly half intended for export, alongside military plans to acquire over 210,000 aerial and maritime drones. 5 billion over five years on drones.
4 billion over six years focusing on domestic production. 25 trillion package.
Export Milestones: In the first three months of 2026, Taiwan exported $115 million in drones, surpassing its entire export total for 2025, with the Czech Republic as the primary destination. Taiwan's military recently demonstrated drone reconnaissance during the 10-day Han Kuang military exercises, while President Lai Ching-te observed tests of prototype strike drones.
Taiwan has also created a Littoral Combat Command integrating drones, mobile missiles, and coastal defense artillery. Taiwanese manufacturer Thunder Tiger and US company Shield AI have additionally tested sea-drone models to identify and attack enemy vessels.
Military experts note that beyond acquiring hardware, Taiwan must overhaul its frontline operations, training, mobility, and intelligence-sharing to successfully implement its defense strategy against China, which is located about 110 miles from the island.
