DIPHU, Aug 17: Ahead of the commencement of the houselisting operation and housing Census on August 17, 2026, chaos and confusion has arisen concerning the appointment of enumerators in Phuloni Revenue Circle of Karbi Anglong. The Self Enumeration facility for the first phase of Census 2027 commenced in Assam from August 2, 2026, enabling citizens to provide their household and individual information online.
The facility was available till August 16, ahead of the commencement of the Houselisting Operation and Housing Census on August 17, 2026. Reports indicated that the Phuloni Circle office was severely understaffed, leading to utter chaos during distribution of Census materials.
The delay in delivering appointment letters and essential materials has left many enumerators and supervisors struggling with significant logistical challenges. There are also allegations regarding the uneven allocation of Houselisting Blocks, with some enumerators burdened with excessive workload while others were inexplicably left off the duty roster.
Among those affected are enumerators grappling with serious health issues, who, despite their conditions, were not granted any exemption. This has resulted in widespread discontent among physically unfit officials, who voiced their frustration at being compelled to participate under such challenging circumstances.
Official statistics show that Phuloni Revenue Circle comprises 924 villages, spanning both plains and hill areas. For this extensive region, only 540 enumerators and 90 supervisors have been appointed, raising concerns about their ability to effectively cover the assigned areas.
More over, the appointed personnel have reported substantial technical difficulties with the operation of HLO apps, stemming from a lack of available technicians. It is noteworthy that only a single female technician was designated to assist with the census operations, leaving many enumerators feeling unsupported in their roles.
