Inquiry Ordered Into Alleged Illegal Water Body Filling by PWD in Jorhat

JORHAT, ASSAM — The Jorhat District Administration has launched a formal investigation into the alleged illegal filling of a natural water reservoir by the Public Works Department (PWD). The activity has reportedly caused severe obstructions to the natural drainage system of the Tarajan, leading to acute artificial flooding in the surrounding areas.
The directive, detailed in the official order was issued following a written representation made on August 5, 2026, by Dhiraj Gowala, Member of the Legislative Assembly (MLA) for 102-Titabor LAC, directly to the Chief Minister of Assam.
Allegations of Land Conversion and Flooding
According to the official document, the complaint not only highlights the immediate environmental and infrastructural impact—specifically the artificial flooding—but also raises serious questions regarding land records. The natural water body in question was allegedly recorded as Eksona Patta land until 2009.
This claims that the land was subsequently converted into Miyadi Patta land to "serve vested interests," preceding the illegal filling by the PWD.
Administrative Action and Timeline
In response to the gravity of the allegations, the District Commissioner's office (Revenue Branch) has appointed Sri Pankaj Borah, ACS, Additional District Commissioner of Jorhat, as the Enquiry Officer.
The Enquiry Officer is tasked with conducting a comprehensive investigation into the matter.
A detailed report, including findings and actionable recommendations, must be submitted within seven days from the date the order was issued (August 9, 2026).
Furthermore, strict directives have been issued to relevant departments to ensure total transparency. The Executive Engineer of the PWD Jorhat & Titabar Territorial Roads Division, along with the Circle Officer of the Jorhat West Revenue Circle, have been ordered to extend full cooperation and furnish all required records to the Enquiry Officer without delay.
