The final electoral roll records 4,18,467 voters across Sikkim, a net decline of 14,827 from the 4,33,294 electors listed in the draft roll.
Of the 54,209 names excluded during the exercise, 37,724 were removed after being identified as deceased, permanently shifted, absent or duplicate entries.
Another 16,485 electors were declared ineligible following scrutiny during the mandatory notice and hearing phase of the revision process.
“The multi-stage SIR was aimed at eliminating erroneous and duplicate entries, including so-called ghost entries, and ensuring that the electoral roll accurately reflects Sikkim’s eligible voting population,” officials said.
The final roll comprises 2,12,534 males, 2,05,931 females and two third-gender electors.
The SIR, which began in May, involved the distribution of enumeration forms across the state through booth-level officers.
99% return rate. Another 37,737 forms were not returned and were classified under the Absentee, Shifted, Dead and Duplicate category. The exercise identified 14,603 permanently shifted voters, 10,837 deceased voters, 8,648 absent or untraceable voters and 2,396 duplicate enrolments, while 1,253 fell under other categories.
The draft roll contained 3,61,159 electors whose details were successfully mapped with previous electoral rolls, while 72,135 remained unmapped. The ECI’s IT system also flagged 52,384 mapped electors for logical discrepancies. Authorities subsequently issued 1,24,519 notices covering the unmapped and discrepant categories.
Electoral Registration Officers and Assistant Electoral Registration Officers conducted hearings, examined documents and recorded undertakings on the ECINET platform.
During the claims and objections period from July 5 to August 4, officials received 2,052 claims for inclusion, 16,867 objections and 1,549 correction or shifting requests through Forms 6, 7 and 8, respectively.
Following verification, 1,982 electors were added and 16,809 deleted.
The deletions comprised 16,485 electors found ineligible during hearings and 324 removed following Form 7 objections. The revision also saw Sikkim’s polling stations increase from 572 to 625, with 53 new stations created before publication of the draft roll. Copies of the final roll have been provided to recognised political parties.
