The ethnic strife-torn State of Manipur faces another challenge. The State Assembly on 2 September 2026 adopted a resolution urging the Central government to prepare a National Register of Citizens (NRC) before conducting the census, citing concerns about demographic changes due to ongoing migration from Myanmar.

A similar resolution was adopted earlier on 5 August 2022. The national census in 2021 was held in abeyance due to the Covid pandemic and resumed with effect from 1 September 2026 across the country.

But on 31 August 2026, the Centre deferred the census exercise in the State of Manipur, and a formal notification was issued on 5 September. Union Home Minister Amit Shah has stated that the Centre is actively reviewing the State government’s resolution urging the conduct of an NRC in the State prior to the census.

It is pertinent to note that the Union Home Minister had stated in Parliament in 2019 that the NRC will be implemented pan-India. However, no time frame for the same has been notified.

Prominent ethnic communities, particularly the Meiteis (consisting of approximately 53% of the population) and the Nagas (approximately 20%) have strongly urged that the NRC should be conducted prior to the census. Both these groups opine that unabated influx from Myanmar, especially since the Myanmar Army had taken over in Myanmar in 2021, has led to an influx from Myanmar to Manipur.

But the third important ethnic community in the State – the Kukis (comprising 16% of the population), who are at the centre of the ethnic conflict with both the Naga and the Meitei communities, have stated that the census is a prerequisite for the conduct of an NRC. Kuki leaders say that they are not opposed to the NRC, but they opine that it is a national exercise and there is no provision to conduct an NRC exclusively in any State.

The Kuki-Zo Council (the apex organisation of the various Kuki tribes) has further stated that the demand for an NRC is ‘premature and unjustified’. The Kuki-Zo Council suggests that an impartial census is essential to establish the facts and dispel unfounded claims raised by the Meiteis.

It is also pertinent to note that Myanmar has a boundary with many Indian States, including Mizoram, Nagal and and Arunachal, besides Manipur; hence, to single out Manipur for an NRC may probably not be very appropriate. The conduct of a census pan-India is also important for delimitation of constituencies.
