Aizawl, Oct 4: The Mizoram Government has received no funds under the Centre’s Special Assistance to States for Capital Investment (SASCI) scheme during the current financial year, according to an RTI reply from the Department of Expenditure, Ministry of Finance, cited by the Opposition Mizo National Front (MNF). The RTI reply, dated October 1, shows that while seven of the eight North Eastern States had received funds under SASCI 2026-27 as of September 30, Mizoram received zero sum.

97 crore. The SASCI provides States with 50-year interest-free loans for capital investment projects.

For 2026-27, the Union Government has allocated Rs 2 lakh crore under the scheme. The MNF, in a press release issued from its general headquarters here, said Mizoram had faced difficulties in availing SASCI funds since the ZPM Government came to power in December 2023.

52 crore sanctioned in 2025-26 suffered the same fate. The MNF attributed the situation to what it described as poor financial management by Chief Minister Lalduhoma who also holds the Finance portfolio.

The party alleged that the Government had failed to make proper use of available Central funds and demanded an explanation from the Chief Minister. The Opposition party also alleged that the Mizoram Government had in previous years submitted utilisation certificates without actually releasing the corresponding SASCI funds.

It said it would closely monitor the issue and take up any such matter with the Centre if similar instances occurred in future. The Department of Expenditure is the Union Government’s nodal department for matters concerning State finances, including the release of special assistance to States.

The MNF said the RTI reply showing zero release to Mizoram, warranted an explanation from Lalduhoma in his capacity as both Chief Minister and Finance Minister.
